DCAA Compliant Timekeeping

To receive a government contract it may require your company meet stringent requirements set by the DCAA (Defense Contract Audit Agency). The DCAA is responsible for performing audits to verify these requirements are met. These requirements can change year by year and can encompass how time is entered, how time is approved, auditing, etc..

Timesheet Preparation

Recording his/her time on a daily basis and recording time on the timesheet (4.b.1-2) All entries are done manually by the logged in user. The Timogix system will allow an administrator to fill in time and submit a timesheet for a different user. When this happens there is an audit log of this happening. Also depending on your requirements this option for administrators to save and submit time for other users can be turned off in the system settings area.
Distribution of time (4.b.3)
The correct distribution of time by project numbers, contract number or name, or other identifiers for a particular assignment. To ensure accuracy, a listing of project numbers and their descriptions should be provided to the employee and maintained in the work authorization system electronically or in a hard copy for the employee to refer to it as needed.
All clients, projects, and tasks have codes assigned to each entity which can relate to a code in your back-office system. As as not all companies use these internal codes, you can optionally turn these on in the system settings area which will then make these codes visible in the Timogix system.
Changes to the timesheet (4.b.4)
Procedures should be in place that identify the original time charge, the corrected time charge, and documentation from the employee indicating his/her concurrence with the change.
Timogix has extensive auditing for any change to the system. When viewing a timesheet the changes to the current timesheet are shown on the bottom right corner of the screen. For a view of all changes throughout the system there is an audit report that administrators can view. Also when a timesheet is submitted, approved, rejected, or re-opened comments can be added which indicate why a timesheet is requesting to be changed.
Recording all hours worked whether they are paid or not (4.b.5)
This is necessary because labor costs and associated overheads are affected by total hours worked, not just paid hours worked. Therefore, labor rate computations and labor overhead costs should reflect all hours worked.
Tasks that a user log time against can either be billable or non-billable.
Certifying the hours on the timesheet (4.b.6)
Certifying the hours on the timesheet reflect the hours worked and the appropriate cost objective at the end of each work period.

The supervisor is prohibited from completing an employee's timesheet (4.c.2)
The supervisor is prohibited from completing an employee's timesheet unless the employee is absent for a prolonged period of time on some form of authorized leave. If the employee is on travel status, the supervisor for the employee may prepare a timesheet. Upon his or her return, the employee should turn in his/her timesheet and attach it to the one prepared by the supervisor.
